Summary of School Board Meeting
February 11, 2013

The following is a summary of the Board of School Directors’ meeting. To review the full minutes and any attachments, contact the Superintendent’s Office at 610-444-6602.


PERSONNEL   

The Board approved the following personnel items, as well as supplemental contracts and daily substitute staff for the 2012-2013 school year -

     Retirement
David Santer, industrial technology, Kennett Middle, effective March 23, 2013.

    Leaves of absence
Leslie Coppola, 3rd grade, Bancroft Elementary, a maternity/child rearing leave beginning on or about February 19, 2013 and continuing through the remainder of the 2012-2013 school year in accordance with the Collective Bargaining Agreement and applicable School Board Policy.

Kathleen Madigan, 8th grade reading/language arts, Kennett Middle, a continuation of medical leave through the remainder of the 2012-2013 school year in accordance with the Collective Bargaining Agreement and applicable School Board Policy.

Kristin Selover, 1st grade, New Garden Elementary, a maternity/child rearing leave beginning on or about April 9, 2013 and continuing through the remainder of the 2012-2013 school year in accordance with the Collective Bargaining Agreement and applicable School Board Policy.
    Recommendations for employment

CERTIFIED STAFF

Jillian Bilal, 3rd grade, Bancroft Elementary, beginning February 19, 2013 (LTS through the remainder of the 2012-2013 school year).  Avon Grove High School; West Chester University (B.S. in elementary education).

Natalie Goodwin, 8th grade reading/language arts, Kennett Middle, beginning February 15, 2013 (continuation of LTS position through the remainder of the 2012-2013 school year).  Ridley High School; West Chester University (B.A. in communications; certification in English).

STUDENT CLUB PROPOSAL   

The administration has received a request for a Kennett High School NSBE (National Society of Black Engineers) Jr. Chapter.  The objectives of the club include helping students have a positive attitude towards academic excellence; stimulating enthusiasm about science, technology, engineering, and mathematics; increasing the number of African Americans who attend and graduate from college; encouraging and supporting parental commitment to education; and raising cultural awareness among students.  The Board approved the Kennett High School NSBE Jr. Chapter as an extracurricular activity in accordance with Board Policy 122, Extracurricular Activities.

PROJECT LEAD THE WAY   

The administration at our high and middle schools are requesting that the District enter into an agreement with the Project Lead the Way group so that we may access its curricula and teacher training as we embark upon a Science Technology Engineering and Mathematics program for our students. PLTW presents a comprehensive engineering and biomedical sciences curriculum that has been designed in a collaborative process by teachers, university professors, and engineering and biomedical professionals to promote the skills of thinking, creativity, innovation and real world problem solving. Recently PLTW was cited by the Harvard Graduate School of Education as a model for 21st century career and technical education and has partnerships with over 50 major universities. The District will be charged a participation fee of $750 a year for the middle school and $3,000 for the high school.  These fees include all software costs that were previously charged to the schools.  The Board approved the agreement with Project Lead the Way (PLTW) that will enable our middle and high schools to implement PLTW curricula and for our staff to access PLTW training.

2013-2014 KCSD CALENDAR   

The calendar adopted for the 2013-2014 school year provides for 182 days of instruction.  In addition to the student days, instructional staff members will have 8 in-service days for 190 days of employment in accordance with the Collective Bargaining Agreement.  The student school year will begin on Monday, August 26, 2013.  The winter holiday will run from Monday, December 23, 2013 through Friday, January 3, 2014, with school resuming on Monday, January 6, 2014.  Spring break will be Monday, April 14 through Friday, April 18, 2014.

Two inclement weather make-up days have been built into the calendar, and additional days will be made up at the end of the school year or on designated local holidays.  The five days designated as “local holidays” are in accordance with the ruling of the Department of Education, and if necessary, can be used as inclement weather make-up days.  These dates are Monday, January 20, 2014 (Martin Luther King holiday); Monday, February 17, 2014 (President’s Day holiday); and Monday, April 14 through Wednesday, April 16, 2014 (spring break).

CHANGE ORDERS   

Some hidden conditions were discovered this summer when the roofs were replaced on the bus garage and the auxiliary gym at New Garden.  Upon tear-off of the old roof on the bus garage, a covered-over roof drain was discovered that had to be removed and a low area of roof deck was uncovered that needed to be built up with extra insulation.  At the New Garden auxiliary gym, it was discovered that the heavy concrete window sills had never been mortared in and were loose.  They were reset and properly mortared in place prior to new flashing being installed.  Additionally, the District requested that a roof curb be installed for an exhaust fan for welding fumes in the shop area. The change orders, which were approved by the Board, amount to $9,997, which represents 3.6% of the original contract of $276,200. 

PLAN CON PART K   

The Department of Education requires completion and Board approval of Plan Con Part K – Project Refinancing – whenever a district restructures debt that is subject to state reimbursement.  The District refinanced $8,050,000 in General Obligation Bonds, including the GOB Series 2007 and Series of 2008.  The District closed on General Obligation Bonds Series of 2013 on January 15, 2013, and will realize a net savings of $669,825.  The Board approved Plan Con Part K – Project Refinancing – for the General Obligation Bonds, Series 2013 as presented.

2013-2014 RECOMMENDED PRELIMINARY BUDGET   

The Board approved the release of 2013-2014 preliminary budget in the amount of $74,852,074 for the Kennett Consolidated School District 2013-2014 fiscal year and authorized a public notice of the budget, indicating that it is available on the District web site and for public comment in the office of the Superintendent Monday through Friday, 9:00 a.m. until 4:00 p.m., until Monday, June 10, 2013.
