The Final Audit
The Chester County Intermediate Unite (CCIU) was retained to conduct a communication audit for KCSD that was completed and presented to the Communication Committee on April 7, 2025.
- High levels of trust in district communications are being established
- The audit indicated that the District has indeed begun to lay the foundation for strong communication and to move toward our ideals. Key contributions included:
- Existing sense of price in the District from internal and external groups
- Shared community commitment to students
- Agreement by audience group on "welcoming," compassionate," and "inclusive" as key KCSD descriptors
- Diversified set of communication tactics used to reach diverse set of audiences
Based on the analysis of data, the audit identified strengths, areas of improvement, and opportunities for optimizing strategies for communication. From these, the CCIU presented these strategic foundational recommendations:
- Strengthen and Unify KCSD's Narrative and Vision
- Enhance Transparency with Proactive and Strategic Communication
- Cultivate a Culture of Engagement and Collaboration
- Improve Accessibility and Ease of Information Sharing

Purpose of the Audit
With new leadership at the superintendent and communication department level, the Chester County Intermediate Unit (CCIU) was retained by the District to provide insight as part of the strategic planning process. With input from all stakeholders, the CCIU:
- Provided a comprehensive assessment of current communication efforts and the effectiveness of the overall program
- Created a snapshot of current perceptions about the school district
- Identified gaps in the district communication strategy
- Provided baseline research to evaluate progress and develop a framework for creating a communication plan
Group discussions with the KCSD Board of School Directors and Administrative and Executive Administrative Council contributed to an "ideals" document which was used as the audit benchmark for communication strategy.
Data methods for the audit included:
- Focus groups with administrators, faculty and staff, parents, and community members
- Surveys for all parents, staff, and community members
- Publication Analysis
- Website review
- Social Media Review
- Review of Current Comprehensive Plan
Two core assessments informed the outcome:
- Strategic Review
- Functional Review
Upon completion of the data collection and analysis, the CCIU presented their findings to the Communications Committee. The recommendations were incorporated into the Strategic Education Plan Steering Committee to inform priorities and the the strategic communication plans for the District for the 2025 - 2026 school year.
