February 13, 2017

The Board approved the following personnel items, as well as supplemental contracts for the 2016-2017 school year –
Christopher Marley, English, Kennett High, effective January 20, 2017.
Beth Reburn, LTS special education, Greenwood Elementary, effective January 17, 2017.
Requests for leave of absence
Christopher Braunstein, elementary gifted, a child rearing leave beginning February 21, 2017, and continuing through the remainder of the 2016-2017 school year in accordance with the Collective Bargaining Agreement and applicable School Board Policy.
Laura Tingley, special education, Kennett High, an extension of her maternity/child rearing leave through March 31, 2017, in accordance with the Collective Bargaining Agreement and applicable School Board Policy.
Recommendations for employment
Mary Carroll, special education, Kennett High, beginning January 30, 2017 (LTS through March 31, 2017). Ursuline Academy; Widener University (B.S. in business management); West Chester University (certification).
Kaitlyn Morson, English, Kennett High, beginning January 23, 2017. Kennett High School; Pennsylvania State University (B.S. – certified English).
Rebecca Smith, 4th grade, Greenwood Elementary, beginning January 30, 2017 (LTS through March 24, 2017); 3rd grade, Greenwood Elementary, beginning March 27, 2017 (LTS through the remainder of the 2016-2017 school year). Ridley High School; West Chester University (B.S. – certified elementary).
The Board approved the contract between the Kennett Consolidated School District and Jane Pedroso for consulting and transitioning services during the term of the agreement, February 14, 2017, through June 30, 2017, at the rate of $120 an hour.
REQUEST FOR STUDENT TRIP
In accordance with Board Policy 121, Field Trips, the Board granted permission for the Kennett High School FBLA to travel to Hershey, Pennsylvania, from Sunday, April 2 through Wednesday, April 5, 2017, to participate in the State Leadership Conference.
2017-2018 KCSD CALENDAR
The Board approved the KCSD calendar for the 2017-2018 school year. The calendar provides for 182 days of instruction. In addition to the student days, instructional staff members will have 8 in-service days for 190 days of employment in accordance with the Collective Bargaining Agreement.
The 2017-2018 student school year will begin on Monday, August 28, 2017, and is tentatively set to end on Thursday, June 7, 2018, dependent on the need for inclement weather make-up days. The winter holiday will run from Friday, December 22, 2017 through Monday, January 1, 2018, with school resuming on Tuesday, January 2, 2018. Spring break will be Monday, March 26 through Friday, March 30, 2018. Graduation is scheduled for Friday, June 8, 2018.
Six (6) inclement weather days are added to the end of the school year. There are five days designated as “local holidays” in accordance with the ruling of the Department of Education. The designated local holidays are Monday, January 15, 2018 (Martin Luther King holiday); Monday, February 19, 2018 (President’s Day holiday); and Monday, March 26 through Wednesday, March 28, 2018 (spring break).
MEMORANDUMS OF UNDERSTANDING
In accordance with the Every Student Succeeds Act (ESSA) and the requirements of the Departments of Education and Human Services, LEA’s must develop, in conjunction with county Children and Youth agencies, memorandums of understanding for transporting foster students and for conducting timely best interest determinations for students placed in foster care. The proposed memorandums include all school districts within the Chester County Intermediate Unit. The Board approved the Transportation Plan and the Foster Placement Best Interest Determination Process memorandums of understanding with the Chester County, Delaware County, and Lancaster Office of Children and Youth.
CCTCC DELEGATE APPOINTMENT
Act 32 mandated the creation of the Tax Collection Committee in the County to implement County-wide local earned income tax collection. Under the law, each school district and municipality that levies an earned income tax must appoint one voting delegate and one or more alternate voting delegates to the Committee. The Board approved the TCC Delegate Appointment Resolution.
2017-2018 KCSD PRELIMINARY BUDGET
The Board approved the release of 2017-2018 preliminary budget in the amount of $84,510,237 for the Kennett Consolidated School District 2017-2018 fiscal year and authorize a public notice of the budget, indicating that it is available on the District web site and for public comment in the office of the Superintendent Monday through Friday, 9:00 a.m. until 4:00 p.m., until Monday, June 12, 2017.
