PERSONNEL

The Board approved the following personnel items, as well as supplemental contracts for the 2016-2017 school year –

Resignation/Retirement

Courtney Doll, French, Kennett High and Kennett Middle, resigning effective June 17, 2016.

Faustina Ortiz, custodian, Bancroft Elementary, retiring with a final day of employment of June 30, 2016, and an effective date of retirement of July 1, 2016. [8.83 years]

Nicole Zamulinsky, special education, Bancroft Elementary, resigning effective July 5, 2016.

Request for leave of absence

Amanda O’Connor, social studies, Kennett High, a child rearing leave beginning August 22, 2016, and continuing through January 2, 2017, in accordance with the Collective Bargaining Agreement and applicable School Board Policy.

INDEPENDENT CONTRACTOR AGREEMENT

The Board approved the contract between the Kennett Consolidated School District and Titina Brown for psychological services as determined by the District during the term of the agreement, July 1, 2016 through June 30, 2017, at the rate of $100 an hour.

CHAPTER 339 PLAN

Chapter 339 of the Pennsylvania School Code requires school districts to have a written guidance plan for the development and implementation of a comprehensive, sequential program of guidance services for students in grades kindergarten through 12. The plan must also include procedures to provide for guidance services to area vocational technical schools. The Board approved the KCSD School Counseling Chapter 339 Plan.

LEGACY FIELD PROPERTY EASEMENT

As part of a sidewalk expansion project, Kennett Township is requesting that the District approve a Waiver of Rights and Deed of Easement which will allow the Township use of and access to a small portion of the Legacy Fields (Parcel # 62-4-215-E) property. The drainage easement will be located at the northeast corner of Legacy Fields just beyond the enclosed synthetic playing surfaces and will not impede on the District use of the property. We will not receive compensation for the property restriction; however, we are entitled to reimbursable costs for legal and engineering fees not to exceed $4,000. The Board approved the Waiver of Rights and Deed of Easement.

TRANSFINDER CONTRACT & LICENSING AGREEMENT

After a year-long evaluation process of various student transportation software systems, the administration is recommending Transfinder’s RouterfinderPro – Transportation Management System. Transfinder offers superior technology and functionality over our existing Bus Stops software including satellite imagery services, mobile applications, stop sequence optimization, export features to Google Earth, field trip resource tracking, and data integration with our Student Information System. The 3-year total cost of the system is $38,895 with annual maintenance thereafter of $5,200. The initial year’s cost includes licensing fee, training, custom mapping for data integration, and conversion of our existing routes. The Board approved the Contract and Licensing Agreement between the District and Transfinder.

AUTHORIZATION TO PAY BILLS

There is no Regular Meeting scheduled for the month of August 2016. However, the Board must grant authorization for the administration to pay bills that are due and to hire staff that is budgeted. The bills will be reviewed by the Treasurer and presented to the full Board at the September meeting, as will a listing of staff members hired. The Board granted authorization for the administration to pay any bills that come due and to hire new staff that is budgeted during the month of August 2016, with the bills and new hires to be presented to the Board at the Regular meeting in September 2016.
