Summary of School Board Meeting
November 9, 2015

PERSONNEL

The Board approved the following personnel items, as well as supplemental contracts for the 2015-2016 school year –

Retirement

Barbara Forrester, head custodian, Kennett Middle, retiring with a last day of employment of November 23, 2015. [21 years]

Requests for leave of absence

Jodi Davidson, art, Kennett High, a maternity/child rearing leave beginning on or about February 5, 2016 and continuing through on or about May 1, 2016, in accordance with the Collective Bargaining Agreement and applicable School Board Policy.

Kimberly Suydam, Title I Interventionist, Bancroft Elementary, a maternity/child rearing leave beginning on or about January 21, 2016 and continuing through on or about May 1, 2016, in accordance with the Collective Bargaining Agreement and applicable School Board Policy.

Recommendations for employment
INSTRUCTIONAL STAFF

Ryan Battin, music, New Garden Elementary, beginning January 4, 2016. Coatesville Area High School; West Chester University (B.S. in music education).

CHESTER COUNTY SCHOOL AUTHORITY

The Chester County School Authority is the owner of all school buildings operated by the CCIU and is the legal body that has the ability to float bond issues, enter into contracts, and solicit bids for construction projects. Each school board in the County elects a resident of the district to serve as its representative on the Authority. Leon Spencer has served as Kennett’s representative since January of 2011, and the Board appointed him to serve another five-year term beginning January 2016.

2014-2015 INDEPENDENT AUDIT REPORT

The Independent Auditor’s Report, as presented and reviewed by Pamela Baker and Jeffrey Kowalczyk of Barbacane Thornton and Company at the Finance Committee meeting on November 2, 2015, was accepted by the Board. The District received an Unqualified Opinion commonly referred to as a Clean Opinion. The Unqualified Opinion is issued when the auditors do not have any significant reservation in respect of matters contained in the Financial Statements. Additionally, the Audit Report did not identify any findings or deficiencies in the District’s financial operations or internal controls.

PILOT AGREEMENT WITH NEW GARDEN TOWNSHIP

The District and New Garden Township have mutually agreed to the terms and conditions of a Payment in Lieu of Taxes (PILOT) Agreement for the property known as the New Garden Airport comprised of 153 acres of land identified as Chester County Tax Parcel No. 610-1-25 and 60-1-25.6. The property owned by New Garden Township is classified as exempt from taxation by the Chester County Tax Assessment Office. In lieu of the District pursuing its tax appeals of the Airport Property, the Township agrees to reimburse the District for fire hydrant taxes paid by the District to the Township. The Board approved the Payment in Lieu of Taxes Agreement between the Kennett Consolidated School District and New Garden Township.
