PERSONNEL

The Board approved the following personnel items as well as supplemental contracts for the 2016-2017 and the 2017-2018 school years –

Retirement

Deborah Anderson, 4th grade, Greenwood Elementary, retiring with a final day of employment of June 14, 2017, and an effective retirement date of June 15, 2017. [13 years]

Request for leave

Nicholas Peters, social studies, Kennett High, a professional development leave for the 2017-2018 school year for the purpose of continuing his post-graduate education at Temple University in accordance with School Board Policy 338.1, Compensated Professional Leave.

Recommendations for employment

INSTRUCTIONAL STAFF

Patrick Tobin, social studies, Kennett High, beginning May 8, 2017 (LTS through the end of the 2016-2017 school year). Interboro Senior High School; Millersville University (B.S. – certified social studies).

ACT 93 AGREEMENT

In accordance with the provisions of the Pennsylvania School Code, Section 24 PS 11-1164, the K.C.S.D. Board of School Directors and the administrators must meet and discuss the terms and conditions of an administrative compensation and benefits plan, herein known as the Act 93 Agreement. This Agreement is predicated on the belief that a highly competent, dedicated administrative team is fundamental to achieving the District’s mission and goals. Furthermore, the financial sustainability and current economic climate of the District have weighed heavily on the modifications and the outcome of the Agreement. The purpose of the Program is to codify the beliefs into a salary and benefit program pursuant to the requirements of Act 93. The Board approved the Act 93 Agreement with the District administrators effective July 1, 2017 through June 30, 2020.

REQUEST FOR STUDENT TRIP

Eight members of Kennett High School’s FBLA Club qualified for the National Leadership Conference to be held in Anaheim, California. Three of the students would like to attend the Conference, departing on June 27 and returning on July 3, 2017. The Board granted permission for three members of the FBLA Club to travel to Anaheim, California, to participate in the National Leadership Conference in accordance with Board Policy 121, Field Trips.

DESIGNATION OF SOLICITOR

The Board designated John R. Merrick as Solicitor of the Kennett Consolidated School District for the fiscal year beginning July 1, 2017, and ending June 30, 2018 at his rate charged municipalities ($170/hour).

ELECTION OF TREASURER

The Board elected Michael H. Finnegan as Treasurer of the Kennett Consolidated School District for the fiscal year beginning July 1, 2017 and ending June 30, 2018.

AMOUNT OF TREASURER’S BOND

The Board set the Kennett Consolidated School District treasurer’s bond in the amount of $50,000 for the 2017-2018 fiscal year.

FREE AND REDUCED PRICE LUNCHES

The Board approved District participation in the Pennsylvania income guidelines for determining the eligibility of children for free and reduced price lunches and for free milk.

2017-2018 CAFETERIA PRICES

The Board approved a breakfast price of $1.50 for all students and a lunch price of $2.75 for elementary students and $3.00 for middle and high school students for the 2017-2018 school year.

DELL FINANCIAL SERVICES

To provide the District Technology Department with a long-term data storage solution, the administration is recommending a 5-year lease with Dell Financial Services for a Dell EMC Unity 400 AFA Hybrid Flash Storage with premium software support. The annual lease premium is $31,298.06 and will be incurred in the general operating budget. The Board approved the 5-year lease with Dell Financial Services.

2017-2018 PROPOSED FINAL BUDGET

Act 1 of 2006 requires school districts to approve a Proposed Final General Operating budget at least 30 days prior to adoption of the Final General Operating budget. The Proposed Final Operating budget totals $84,211,359 and will require a real estate tax increase of 2.19% or $116 per average residential property. The Board approved the 2017-2018 Proposed Final General Operating budget in the amount of $84,211,359.
