The Board approved the following personnel items –

Requests for leave

Katherine Roten, special education, Kennett Middle, a maternity/child rearing leave beginning March 28 and continuing through on or about May 26, 2016, in accordance with the Collective Bargaining Agreement and applicable School Board Policy.

Jessica Williams, orchestra, Kennett High, a maternity/child rearing leave beginning on or about September 6 and continuing through November 16, 2016, in accordance with the Collective Bargaining Agreement and applicable School Board Policy.

Recommendation for employment

Jaclyn Burton, special education, Kennett Middle, beginning March 15, 2016 (LTS through on or about May 26, 2016). Pennsylvania Cyber Charter School; West Chester University (B.S. in early childhood and special education).


The Board approved a three-year agreement between the Kennett Consolidated School District and NovaCare Rehabilitation for athletic trainer services for high and middle school sports beginning August 1, 2016, and continuing through June 30, 2019, in the following amounts –

High School – 2016-2017 – $39,000
2017-2018 – $40,000
2018-2019 – $41,000
Middle School – 2016-2019 – $35/hour


In accordance with Board Policy 121, Field Trips, the Board granted permission for the Kennett High School Robotics Team to travel to Lehigh University from Thursday, April 14 through Saturday, April 16, 2016. The students will miss two days of school to participate in the Mid-Atlantic Robotics Regional Championship.


In accordance with Board Policy 108, Adoption of Textbooks, the high school Science Department requested and obtained Board approval of the textbook Environmental Science for AP authored by Friedland and Relyea and published by W.H. Freeman & Co. in 2015. The textbook was reviewed by members of the KHS Science Department and Dr. Lydia Hallman, Supervisor of Mathematics and Science, and will be used for the AP science course beginning in the fall of 2016.


The Board approved the Settlement Agreement that the District, through legal counsel, negotiated with the parents of a student in order to avoid continued and/or potential disputes or litigation. The Agreement will settle any disputed issues of fact and law but does not constitute an admission of fault or liability by either party. The parties have agreed to keep the terms of the Agreement in strictest confidence.


Act 1 of 2006 requires school districts to approve a Proposed Final General Operating budget at least 30 days prior to adoption of the Final General Operating budget. The Proposed Final Operating budget that was approved by the Board totals $81,826,661 and will require a real estate tax increase of 2.39% or $124 per average residential property.


The Intermediate Unit provides services to school districts; non-public schools; the state, federal, and county governments; and several foundations and privately owned businesses. These services are divided into Core, Marketplace, and Categorical Services areas for budget purposes. The section the School Board approves is the Core budget. These services are paid for by all 12 County school districts and can be used by all without restriction. The 2016-2017 proposed Core budget amounts to $22,397,384, an increase of $295,752 compared to the 2015-2016 original Core budget.

The Kennett Consolidated School District’s 2016-2017 projected contribution to the Core section of the Chester County Intermediate Unit budget will be $35,078, the same as the actual contributions to both the 2014-2015 and the 2015-2016 Core budgets.

The Marketplace section of the budget offers specific services at a cost to the districts. Occupational and special education are classified as marketplace services and are purchased by each district as needed.

The Categorical Services are entitlement programs where the Federal, State, and County government or a local agency initiates a program and asks the CCIU to operate the program. The program is then fully funded by the sponsoring agency. The profits realized by these services help pay the cost of IU general administration, thereby keeping the cost to the districts as low as possible.

The proposed budget for 2016-2017 has been reviewed and approved by the IU Board and the Professional Advisory Council.

The Board approved the proposed Chester County Intermediate Unit Core budget for 2016-2017 in the amount of $22,397,384.


The Occupational Education budget proposed for 2016-2017 amounts to $26,482,612, an increase of $823,179 from 2015-2016. Occupational education is the one Marketplace Service whose budget must be approved by a majority of the school boards in Chester County.

Occupational education programs are supported primarily by district tuition for students attending the school and a prorated charge for maintaining the buildings. Kennett’s 2016-2017 charge for occupational education will be $1,624,037, which is based on Kennett’s 3-year full-time equivalent enrollment average of 79.770 at the vocational technical school.

The Board approved the 2016-2017 Occupational Education budget in the amount of $26,482,612.


After the blizzard of January 23, 2016, the District submitted all qualifying costs totaling $42,438 for snow removal to the Chester County Department of Emergency Services, who was totaling up the entire County’s costs to submit to PEMA and FEMA. On March 23, 2016, the President declared the blizzard a disaster in several Pennsylvania counties including Chester. There are several more steps that the District must take to obtain reimbursement, part of which is to designate an Agent to complete, sign, and submit the required documents for the next steps in the reimbursement application process.

The Board approved the Designation of Agent Resolution naming Robert J. Perzel as the District’s Agent for the reimbursement process for the blizzard of January 2016.


Bids were opened on April 4, 2016, for renovations to the All-Purpose Room at New Garden Elementary School as listed in the Long Range Plan for Building & Grounds. The project is divided into three separate contracts per the Public School Code.

The Board awarded the bid for General Construction to BSS Contractors, LLC in the amount of $243,000; the HVAC to Cook’s Service Company, Inc. for $174,600; and $51,500 to Cook’s Service Company, Inc. for Electrical.


Bids were opened on April 5, 2016, for roof replacements on selected areas at Kennett High School. The Board awarded the contract to Wilkinson Roofing & Siding, Inc. in the amount of $516,197.


The Board accepted the resignation of Douglas B. Stirling, Kennett Borough, effective at the conclusion of the April 11, 2016, Regular meeting.


In accordance with Section 315 of the Public School Code of 1949, as amended, the Board of School Directors of the Kennett Consolidated School District must appoint an adult resident of Region A, Kennett Borough, to fill the vacancy on the Board caused by the resignation of Douglas B. Stirling. The appointment will extend until the first Monday of December 2017.

The Board approved the recommendation that the vacancy on the Board of School Directors be advertised and applications be accepted until 12:00 noon on Wednesday, April 27, 2016. Interviews will be held at a public meeting beginning at 6:00 p.m. on Monday, May 2, 2016 (prior to the Finance Committee meeting) and, if necessary, on Monday, May 9, 2016 (prior to the Regular meeting); and the successful candidate will be appointed at the Regular meeting of May 9, 2016.
