Summary of School Board Meeting
February 8, 2016

The Board approved the following personnel items, as well as supplemental contracts for the 2015-2016 school year:


Kimberley Orndorff, administrative assistant, special education, effective February 12, 2016.

Requests for leave of absence

Dustin Mott, mathematics, Kennett High, a 20-day unpaid leave of absence beginning January 11 and continuing through February 12, 2016, in accordance with the Collective Bargaining Agreement and applicable School Board Policy.

Nicole Zamulinsky, learning support, Bancroft Elementary, an extension of her child rearing leave through April 22, 2016, in accordance with the Collective Bargaining Agreement and applicable School Board Policy.

Recommendations for employment

Elizabeth Appelbaum, special education, Bancroft Elementary (extension of LTS assignment through April 22, 2016). Lower Moreland High School; West Chester University (B.S. in elementary and special education).

Kathryn Gray, art, Kennett High, beginning February 3, 2016 (LTS through April 29, 2016). Upper Moreland High School; Kutztown University (B.S. in art education).

Kelsey Nisula, special education, Greenwood Elementary, beginning February 1, 2016 (LTS through November 30, 2016). Shawnee High School; West Chester University (B.S. in special education).

2016-2017 CALENDAR

The Board approved the calendar proposed for the 2016-2017 school year that provides for 182 days of instruction. In addition to the student days, instructional staff members will have 8 in-service days for 190 days of employment in accordance with the Collective Bargaining Agreement.

The 2016-2017 student school year will begin on Monday, August 29, 2016, and is tentatively set to end on Thursday, June 8, 2017, dependent on the need for inclement weather make-up days. The winter holiday will run from Friday, December 23, 2016 through Monday, January 2, 2017, with school resuming on Tuesday, January 3, 2017. Spring break will be Monday, April 10 through Friday, April 14, 2017. Graduation is scheduled for Friday, June 9, 2017.

Six (6) inclement weather days are added to the end of the school year. There are five days designated as “local holidays” in accordance with the ruling of the Department of Education. The designated local holidays are Monday, January 16, 2017 (Martin Luther King holiday); Monday, February 20, 2017 (President’s Day holiday); and Monday, April 10 through Wednesday, April 12, 2017 (spring break).


As part of the PDE’s PlanCon process, when a school district refinances outstanding debt that qualifies for PDE rental and sinking fund subsidy, the district must complete PlanCon Part K: Project Refinancing. The District settled on Phase II of the refinancing of the General Obligation Bonds, Series of 2005 on January 7, 2016. The new General Obligation Bonds, Series of 2016 in the amount of $8,760,000 are the subject of this PlanCon filing. In short, the intended result of the PlanCon Part K submission will allow the State to share in the District’s refinancing savings. The total refinancing and restructuring of the General Obligation Bonds, Series 2005 yielded a present value savings of $938,317 and reduced the District’s future debt obligation by $650,000 per year. The Board approved PlanCon Part K: Project Refinancing for the General Obligation Bonds, Series of 2016.
