The Board approved the following personnel items as well as supplemental contracts for the 2015-2016 school year
Michael Stefano, vocal music, New Garden Elementary, resigning with a final day of employment of December 18, 2015.
Daryl Tubiello, English as a Second Language, Kennett Middle, resigning with a final day of employment of October 30, 2015.
Requests for leave
Kelly Allen, psychologist, Mary D. Lang Kindergarten Center and Kennett High, a maternity/child rearing leave beginning on or about February 7, 2016 and continuing through the remainder of the 2015-2016 school year in accordance with the Collective Bargaining Agreement and applicable School Board Policy.
Erika Slowik, special education, Greenwood Elementary, a maternity/child rearing leave beginning on or about February 23, 2016 and continuing through November 30, 2016, in accordance with the Collective Bargaining Agreement and applicable School Board Policy.

DIRECTOR OF SPECIAL EDUCATION
The Board appointed Dr. Yvette Line-Koller as the Director of Special Education beginning September 28, 2015. Dr. Line-Koller earned a bachelor’s degree in psychology from Shippensburg University, her master’s degree in school psychology from Millersville University, and a doctorate in educational administration from Immaculata University. She served nine years as a school psychologist and most recently was the Director of Student Services in the Warwick School District.
REQUEST FOR STUDENT TRIP
In accordance with Board Policy 121, Field Trips, the Board granted approval for the high school to sponsor a ski trip to Mount Snow and Mt. Stratton ski resorts in Vermont. Students will leave after school on Friday, February 5 and return on Sunday, February 7, 2016, missing no days of school.
The administration recommended and the Board approved the refinancing and restructuring of the General Obligation Bonds, Series of 2005. A comprehensive review of the refinancing was presented at the September 21, 2015 meeting of the Finance Committee. The Committee reviewed several options which include capturing all the refinancing savings upfront while maintaining the existing annual debt service and two options that would restructure the refinanced debt to reduce the annual debt service over the entire duration of all the District’s bond issues. The recommendation is to proceed with Option 3 of the Refinancing Analysis. The restructuring will reduce the District’s annual debt service obligation by an estimated average of $702,000 for the next eight years while extending the overall borrowing by two years. The administration has been working with Kegel Kelin Almy & Lord LLP as Bond Counsel, RBC Capital Markets as Managing Underwriter, and Public Financial Management as Financial Advisor, and our solicitor to prepare the necessary documentation and approvals to proceed with the refinancing and issuance of the restructured debt.
