All applicants must possess the following clearances dated within one year of application or employment:
- Pennsylvania Child Abuse History Clearances (Act 151)
- Pennsylvania Criminal Record Checks (Act 34)
- Federal Bureau of Investigations (FBI) Criminal Background Checks (Act 114)
Pennsylvania Child Abuse History Clearance (Act 151)
Effective December 31, 2014 – The Pennsylvania Child Abuse History Clearance application can be submitted online by clicking here. You will be directed to the Child Welfare Portal where you must create an account or log in if you already have an account. You will need an email address to create an account.
Creating an account and submitting your clearance application online will give you immediate access to your results or the status of your results if your results cannot be processed immediately.
Paper submissions of the Pennsylvania Child Abuse History Clearance application will still be accepted. However, it may take up to six weeks to receive the clearance. Submit paper applications to:

Fee: $8.00 payable to the Department of Public Welfare Once the application is received in the ChildLine and Abuse Registry’s Verification Unit, the results of the Pennsylvania Child Abuse History Clearance will be mailed to the applicant’s address listed on the application within 14 days from the date the application is received in the Child Line Verification Unit.

Pennsylvania State Criminal Record Check (Act 34)
Applicants may apply online through PATCH and obtain their report online. Be sure to print your certificate prior to exiting the system.
Applicants may also use Form SP-164, Pennsylvania State Police Request for Criminal Record Check and mail a money order to the PA State Police with the application. The form can be downloaded from the website.
Fee: $8.00 payable to Commonwealth of Pennsylvania
Federal Criminal History Record Check (Act 114)
The Pennsylvania Department of Education utilizes Cogent Systems to process fingerprint based FBI criminal background checks for employees and prospective employees of public and private schools. Under Act 114 of 2006, ALL prospective school employees, school contractors and student teachers must use the Pennsylvania Department of Education system.
The fingerprint based background check is a multiple step process. For question about your FBI Clearance, please contact the FBI/Adam Walsh Unit at 717-783-6211.
Registration: The applicant must register first before going to a location to be fingerprinted. The applicant is encouraged to register online here, which is available 24 hours a day, seven days per week. Telephone registration is available at 888-439-2486, Monday thru Friday, 8AM to 6PM EST. During the registration process, data for the applicant such as name, address, and social security number is collected.
Fees: At the time of online registration, an applicant will pay a fee of $24.25 for the Record Check using a credit or debit card. For those who do not have the ability to pay by credit or debit card, money orders or cashier’s checks payable to Gemalto Systems will be accepted at fingerprint locations. No cash transactions or personal checks will be accepted at fingerprint locations.
Fingerprinting Process: After completing the registration process, the applicant will select a location for fingerprinting. Upon arrival at the selected fingerprint location, the applicant must present a valid state or federal identification, along with the confirmation number from the registration process. Applicants will not be processed if they have not registered and/or are unable to produce valid photo identification.
